For a winter workation, the easiest towns are the low sunny ones: Rishikesh, Bir, Palampur and lower Dharamshala, where January days average 16 to 20 C. Dharamkot, Almora, Kasar Devi, Mukteshwar, Landour and Naggar are cold but workable with heating and backup power. Manali, higher Shimla, Narkanda, Auli and Munsiyari bring snow and road closures, and Spiti, Lahaul and Leh are better left for summer. Ask every host what heats the room, what the backup runs and how the road to the door is cleared.

The hill towns that work best for a winter workation are the low, sunny ones: Rishikesh, Bir, Palampur and lower Dharamshala, where January days average 16 to 20 C. The higher towns are colder but workable with a proper heater and backup power, and the snow towns need a plan for roads and electricity. This guide is for December 2026 to February 2027 and uses long-term averages, so it says what a normal winter is like, not what this one will do. Winter workation in the hills: what you gain and what it costs

Rain thins out once the monsoon leaves. Dharamshala gets 36.6 mm in December against 859 mm in July, and Manali about 39 mm, so the snow line comes down and the view from a desk improves.

The costs are practical ones. Winter rooms are often unheated in towns like Rishikesh, daylight is short, and a room that never gets direct sun stays cold all day. Storms and snow cut the power, water pipes freeze wherever nights fall below zero, and roads close.

Hill towns for a winter stay compared: January temperatures and snow

Temperatures are the India Meteorological Department (IMD) January averages for the nearest weather station, as day and night highs and lows in C. Where a town has no station, the nearest comparable one is named. The roads and electricity columns are our read of the evidence below, not a guarantee.

Mild and sunny winters: Rishikesh, Bir, Palampur and lower Dharamshala

Rishikesh and the edge of the Doon valley are the easiest. Dehradun’s January days average 19.7 C and its nights 6.6 C, with December nights at 7.6 C, so a blanket and a small heater cover most mornings. Rafting runs from October to May. The Christmas to New Year fortnight fills the hotels, and Haridwar’s Ardh Kumbh begins with a bathing day on 14 January 2027. Our Rishikesh best time guide has the dates.

Bir, Palampur and Andretta sit between 1,000 and 1,525 m in the Kangra valley. Dharamshala’s station, the nearest, shows January days at 16.0 C and nights at 5.9 C, with a record low of -1.9 C. Lower Dharamshala at 1,457 m gets little snow, though the upper parts around McLeod Ganj get snow and sleet. Our Himachal workation guide compares them with other bases.

Cold but workable winters: Dharamkot, Almora, Mukteshwar, Landour, Naggar

Expect nights near freezing and a heater from December, with snow in some years rather than every year.

In Dharamkot and McLeod Ganj, take Dharamshala’s figures and subtract a few degrees, because the top of Dharamkot is about 2,100 m. Tushita shuts for December and January, and some cafes close for weeks without notice. Triund is under winter orders that make the Kangra police superintendent’s permission compulsory, and the village road has been in poor repair since about 2024. Around Almora and Kasar Devi, the hill at 2,116 m is close in height to Mukteshwar, so use Mukteshwar’s January average of 12.1 C by day and 1.7 C by night, and treat Almora town as a few degrees milder. Light snow can fall in December and January, and Almora saw its first snow of the 2024 winter around 9 December. Mukteshwar, at 2,171 m, has frozen nights, frequent fog and snow that comes occasionally in December and January, and the record January low is -7.6 C.

Landour’s January nights average 2.8 C. It gets perhaps twice the snow of Mussoorie below it, and the snow lasts longest on north-facing slopes. Ask which way your room faces: a south-facing room with direct sun is far easier to work in than a shaded one.

Naggar, at 1,800 m, is about 250 m below Manali, so a little milder, and it sits on the same snow and power risks.

Properly snowy winters: Manali, Shimla, Narkanda, Auli and Munsiyari

In these towns, expect some days lost to weather. Manali’s January nights average -1.1 C, and across four recent winters the first snow in town came anywhere from mid-November to late January, so plan for cold whether or not it arrives. In late January 2026 snow and a long weekend produced an 8 km jam and 685 roads shut across Himachal, 79 of them in Kullu. Our Manali best time guide has the details.

Shimla’s weather department figures give January days of 9.3 C, nights of 1.7 C, and about 42 cm of snow over 4.2 days in an average January (1990 to 2010). Narkanda, at 2,708 m, is a ski resort on NH 5 about 60 km from Shimla, and snow is expected there through the winter. Auli, at 2,800 m, is a ski area above Joshimath, a town that has been sinking, with more than 600 houses evacuated in 2023, so check the ground and the road with your host before choosing it. Munsiyari at about 2,200 m was once the milder winter base for villages higher up the valley that snow cut off, and it is the quietest of the group.

Spiti, Lahaul and Leh in winter: why we would leave them for summer

Leh’s January averages are 1.5 C by day and -13.1 C by night. The roads from Manali and Srinagar are often blocked by snow in winter. The Manali to Kaza route over the Kunzum Pass is closed in winter, and the road through Kinnaur stays open except for short closures from landslides and snow. The Manali to Leh highway closed to all vehicles on 20 November 2025. Unless you have worked at these temperatures before, wait for June.

Heating a hill room: what the room has and what it costs to run

Hill rooms are heated with electric rod heaters, oil-filled radiators, fan blowers, electric blankets, gas heaters or wood stoves such as a bukhari or tandoor, and often with a mix. Some hosts include heaters in the rent and some meter them. Daily heater fees of ₹200 to ₹500 have been quoted in Dharamkot and Manali, so ask for the figure in writing.

For metered electricity, the arithmetic is simple: kilowatts times hours gives units. The Uttarakhand regulator approved no tariff hike for 2026 to 2027, and Himachal’s regulator trimmed it by a paisa. Himachal’s domestic rate is about ₹5.44 a unit up to 125 units a month and ₹5.89 above that. Uttarakhand’s is ₹3.65 for the first 100 units, ₹5.25 for 101 to 200, ₹7.15 for 201 to 400 and ₹7.80 above, and a heater’s units are likely to fall in the higher slabs. Fixed charges and taxes come on top.

Thermostats switch radiators off once the room is warm, so treat these as upper figures. A blanket is the cheapest warmth by far. A host who bills by sub-meter may charge above the board’s rate.

Carbon monoxide risk from wood, coal and charcoal heaters in a closed room

A wood or coal heater in a shut room can kill you. Carbon monoxide forms when coal or wood burns with too little air. It has no colour, smell or taste, and the first signs are headache, dizziness, nausea and fainting. In December 2024 a father and son were found dead in a rented home near Una with a charcoal stove and an electric heater beside them, and the deputy commissioner, who chairs the district disaster management authority, advised caution with charcoal stoves for heating.

Experts in Himachal advise keeping at least one window open, never sleeping in a room with a burning angithi, and installing a carbon monoxide detector. Ask whether a stove has a chimney that carries smoke outside and who checks it, and treat a coal brazier carried into a bedroom as a no.

Power cuts in snow, battery backup and a second mobile network

Snow brings down power lines, and the worst outages in Chail, a Himachal hill town, come during snowfall. Hoteliers there have asked the state electricity board for stronger lines, because the lines run through forest. In Uttarakhand the state utility began staggered cuts on 19 September 2026 after a weak monsoon cut hydropower. This is a September report, not a winter forecast, but it is a reason to ask.

An inverter usually runs lights and a router for 4 to 6 hours, but not an oil heater or an electric geyser, so ask what the backup actually runs.

Internet fails in storms too. Landslides and falling branches cut fibre, and a mobile network can drop across a whole valley: on 7 August 2025 Jio mobile and fibre were down across Kullu for most of a day while BSNL kept working. Carry a Jio or Airtel SIM on a different network from your home connection, and ask your host which network holds up in the room.

Water in winter: frozen pipes, geysers and hot water

Water freezes at 0 C, and Manali’s January nights average -1.1 C, so a pipe that runs along an outside wall or over a terrace can freeze overnight at that height. Ask whether pipes are buried or lagged and whether there is a storage tank, and let a tap drip on the coldest nights.

Hot water comes from an electric geyser, a gas geyser, a wood boiler or solar panels. A geyser on inverter backup will not run, and solar water heaters need a backup on cloudy days. Ask for the hours hot water is available.

Roads, passes and trains in winter: closures and fog

The district administration and police announce closures, and the Border Roads Organisation clears the snow. Rohtang’s winter closure order ran from 20 November 2025, and it was formally closed on 3 January 2026. The Atal Tunnel stays open all year without a permit, but its approach roads were blocked by snow on 23 and 27 January 2026. Kangra’s district orders, which cover Triund and Kareri, come ahead of snow too.

The plains are the other bottleneck. On 15 December 2025 fog at Delhi airport cancelled more than 60 flights and delayed more than 250, and the civil aviation ministry issued a fog advisory for North Indian airports. On 5 February 2026 dozens of trains into Delhi ran late, the worst by 3 hours 50 minutes. Leave a buffer day before any fixed commitment, and prefer a midday departure to an early one.

Direct Delhi to Kullu flights by Alliance Air were suspended after 24 October 2026 in the winter schedule, which runs to 27 March 2027, with Kullu flights going to Jaipur and Dehradun instead.

What to pack for a hill winter workation

  • Thermal layers, wool socks and a warm cap for the room, not just the walk.
  • A hot water bottle and a small electric blanket if the host allows one.
  • A power bank, a spare charger and a headlamp for cuts.
  • A second SIM on a different network from your main connection.
  • Shoes with grip for icy lanes, and a torch for after dark.
  • Regular medicines for the full stay, because the nearest pharmacy may be a long walk down.

Winter prices in the hills: the Christmas and New Year peak

In Manali, hotels were about 95 percent booked until 5 January in 2025 to 2026, the festive rush ran from about 20 December to 2 January, and heaters and compulsory Christmas and New Year meals are often charged extra. November and early December are the calmer stretch. Ask for quotes for two start dates and compare.

  • Which mobile network works in my room, and when was the wifi last tested?
  • How does hot water work, and what happens to the pipes on the coldest nights?
  • Does the room get direct sun, and which way does it face?
  • If there is a wood stove, where does the smoke go and is there a detector?
  • How far is the car from the door, and who clears the path after snow?
  • What happens if the road closes on my move-in day?

Which town to pick for a winter workation

Rishikesh, Bir, Palampur and lower Dharamshala suit a first hill winter. Dharamkot, Almora, Kasar Devi and Landour suit people who want quiet and will sort out heating and backup first. Manali, Shimla and Narkanda fit only if snow and a few lost days are part of the plan, and Spiti, Lahaul and Leh can wait for summer. Frequently asked questions

Which is the coldest month for working in the hills?

January, by the weather department's averages. Manali's mean night minimum is -1.1 C in January against 0.3 C in December and February. Dharamshala's is 5.9 C in January, 7.1 C in December and 7.3 C in February. Mukteshwar's is 1.7 C in January. Cold spells run well below these averages, and Manali's record January low is -11.6 C.

Is Rishikesh warm enough in winter to skip a heater?

Not safely. The nearest weather station, Dehradun, averages 6.6 C at night in January and 7.6 C in December, and winter rooms in Rishikesh are often unheated. Days are mild at about 20 C, so you may need warmth only in the early morning and after dark. Ask whether a heater or electric blanket comes with the room, and what it costs.

Do cafes and shops stay open in the hills in winter?

Many do, but not all. Some Dharamkot cafes close for weeks between seasons without notice, and some seasonal businesses in Manali run short hours in January. The Tushita meditation centre is shut every December and January. Ask your host which two or three places they would still count on in January, and stock up on groceries before a snow forecast.

Is the Atal Tunnel open in winter?

The tunnel stays open all year and needs no permit, but snow on the approach roads can close it. The road to the tunnel and Lahaul was blocked on 23 and 27 January 2026, and on 30 January it reopened only for Lahaul residents in 4x4 vehicles with snow chains. Check with the district administration or police before you drive up.

Should I carry a carbon monoxide detector for a winter stay?

It is cheap insurance if your room has a wood or coal heater. A Himachal Pradesh University chemistry professor and two Shimla doctors advised in December 2025 that people install carbon monoxide detectors, keep a window open and never sleep in a room with a burning angithi. Ask your host whether the room has one before you buy your own.

Is the internet reliable in the hills in winter?

Mostly, but storms and landslides cut fibre and power, and a mobile network can fail across a whole valley. Jio mobile and fibre were down across Kullu for most of a day on 7 August 2025 while BSNL kept working. Keep a Jio or Airtel hotspot on a different network from your home connection, and ask your host which network holds up in the room.

Can I book just one week in winter, and what if the road closes?

Yes, the shortest stay on Work From Hills is one week. If you cancel at least 14 days before move-in for a stay of one or two weeks, or 30 days before for a longer stay, you get a refund. Ask the host before booking what happens if snow stops you reaching the house on the day.
